Signal-to-noise compares how much of what is coming through is the message versus the interference. A higher ratio means a cleaner channel that can carry more information reliably, without needing more raw bandwidth.
In an operation, the noise is the rework, the missed handoffs, the ambiguous requests, the waiting on approvals. Cutting that clutter raises effective capacity more cheaply than adding people or tools does.
