Every task has some uncertainty that is simply built in, given what is known. That floor is the least information it would take to pin the answer down. You can lower where the floor sits by adding real knowledge (better context, retrieval, examples, or a clearer spec), but you cannot wish it away.
It is a practical planning tool. Work below the floor is certain enough to hand to fixed code; work at the floor needs intelligence and the right information to resolve. Growing what the system knows sinks the floor over time.
